"Itu berlaku bagi para penguasa dunia semoga Tuhan membantu mereka atau para menteri bumi untuk mengambil nasihat bersama dan mengadopsi salah satu bahasa yang ada atau yang baru untuk diajarkan kepada anak-anak di sekolah-sekolah di seluruh dunia, dan juga satu naskah. Dengan demikian seluruh bumi akan dianggap sebagai satu negara."
